לפרשת תצוה - מחלוקת ניקוד וטעמים

Professor Yochanan Broyar writes about machaloket between the Ba'alei Te'amim to Ba'alei Nikud.
One of the examples he gives here is from Shemoth 28:11:
 מַֽעֲשֵׂ֣ה חָרַשׁ֘ אֶ֒בֶן֒ פִּתּוּחֵ֣י חֹתָ֗ם תְּפַתַּח֙ אֶת-שְׁתֵּ֣י הָֽאֲבָנִ֔ים עַל-שְׁמֹ֖ת בְּנֵ֣י יִשְׂרָאֵ֑ל מֻֽסַבֹּ֛ת מִשְׁבְּצ֥וֹת זָהָ֖ב תַּֽעֲשֶׂ֥ה אֹתָֽם
It looks like that there are two ways of how to interpret this pasuk. 
One is based on the vowels. Because the word “charash” is with a patach under the letter reish, then
we know that charash-even is semichut (construct state in English?).  Chrash-Even will be the person who is an expert to do art work with stones.
however, if we judge by the tropes, we see that the word ma’ase has a trop mesharet, it means that the words ma’ase-charash are connected (and not the words charas-even)  The interpretation would be that the work should be done as an art work, and the object would be a stone.
